FCMHA Consumer and Family Advisory Committee
(CFAC) What are Consumer and Family Advisory Committees (CFACS)? CFACS are being formed in each area program to offer advice in implementing the new State Plan. The Advisory Committees are composed of people who access mental health, developmental disabilities, or substance abuse services or their family members. These individuals have volunteered to offer advice and guidance to improve public mental health, developmental disabilities and substance abuse (MH/DD/SA) services in their community. What is the new State Plan? The new State Plan is a document that outlines major changes for the entire system of public services for people experiencing mental illness, developmental disabilities, or substance abuse problems in North Carolina. It is a plan to control, manage, deliver and pay for mental health services for people who need them the most. One main part of the State Plan is to make the system pay more attention to what consumers and families say is needed and what really works. It requires that consumers and their families have a voice and choice in the services they receive. What are the functions of the CFAC? · Review and advise regarding long term and annual state and local plans · Provide recommendations regarding service eligibility and service array, including: - identifying gaps in service - identifying under-served populations. - advertising regarding development of additional services, and - monitoring service development and delivery. · Review and monitor the services and local budget · Monitor the state and local implementation of the State Plan and the local business plan · Educate state and local elected officials and advocate for funding · Review and advise regarding outcome data collection · Monitor, track and report the outcomes · Monitor activities undertaken to improve quality · Ensure consumer and family participation in all quality improvement projects How can I be a part of the local CFAC? As long as you are an individual who receives MH/DD/SA services in our five county area or has a family member who does, you are eligible to become a member.
